Eduardo specializes in government relations and public-private partnerships, having worked at Brazilian government organizations at the local, state and federal levels. He has also conducted innovation policy analysis at international organizations such as the United Nations’ Division for Sustainable Development in NYC, the Organization of American States’ Office of S&T and research organizations in Washington D.C. (U.S. National Academies) and Finland (VTT Technology Center) before joining Speyside in 2014.
Prior to joining Speyside, Eduardo was international relations and strategic programs advisor at the Brazilian Agency of Industrial Development (ABDI), in Brasília, where he negotiated and implemented international industrial and innovation projects and agreements between public and private organizations, including the US-Brazil Innovation Dialogue. He was also corporate relations manager at the State of São Paulo Institute for Technological Research Institute (IPT), Latin America’s largest of its kind. At IPT, Eduardo was in charge of external and internal communications, as well as international cooperation, including with the European Union on projects raging from internet of the future to software and energy systems development for smart urban mobility. At the Ministry of Science, Technology and Innovation (MCTI), among other duties, Eduardo worked along with legislators, public executives, technical experts and lawyers in proposing successful frameworks for the revision and evaluation of laws pertaining the ICT sector.
At Speyside, Eduardo works with government relations, stakeholder engagement strategy and political, regulatory & economic intelligence in sectors from extractive and agriculture to high-tech, airspace and finance. He has provided advice to and on foreign companies in light of recent Lava Jato corruption investigations and is currently informing clients on major M&A developments in the telecom and defense sectors. He also leads Speyside’s government relations team on political, legislative and strategic intelligence related to the different sectors on issues such as the new regulatory frameworks and social concerns (health, environment, human rights) from local to international levels.
Eduardo has a degree in International Relations from the Pontifícia Universidade Católica of São Paulo (PUC-SP) and a M.A. degree in Public Policy from Syracuse University, NY, where he was a Fulbright scholar.
